Respected Madam,

Sub: Request for upward revision of grade pay to the cadre of Inspector Posts from Rs 4200 to Rs 4600.

1. I request your kind attention to my earlier letter of even No. dated 16.11.2009.With reference to the demand of this Association regarding upgradation of grade pay of Inspector Posts from Rs 4200 to Rs 4600, I further submit the following three Memos. with relevant facts and justification for favoruable action:
(i) Ministry of Finance Memo. No. F.No. 1/1/2008-IC dt.13th November 2009
(ii) Ministry of Finance Ministry Memo. No. 1/1/2008-IC dated 16th November 2009.
(iii) Ministry of External Affairs Memo No. Q/PC/682/2/2009 dated 07.12.09

2. In Memo. No. F.No. 1/1/2008-IC dt.13th November 2009 of Ministry of Finance, the Grade pay relating to posts in pre-revised pay scale of Rs 6500- 10500 has been upwardly revised from Rs 4200 to Rs 4600.
3. In Memo. No. 1/1/2008-IC dated 16th November 2009 of Ministry of Finance, the benefit of upgradation of grade pay Rs 4600/- has been extended to Assistants in the Central Secretariat. It is pertinent to note here that prior to 1.1.2006 the Assistants in CSS were in the pre-revised pay scale of Rs Rs.5500-9000. Their scale of pay was upgraded to the pre-revised pay scale of Rs.6500- 10500
w.e.f 15th September 2006 only vide DOPT memo No. 20/29/2006 dated 25.9.2006. Taking into consideration a large number of references from Administrative ministries/departments proposing upgradation of the grade pay, MOF has extended the pay structure of grade pay of Rs 4600 in the pay band PB-2 to Assistants of CSS w.e.f 1.1.2006.

4. The reasons given by MOF for upgradation are as under :

(i) Assistants of Central Secretariat are being granted grade pay of Rs 4600 due to the fact that there is an element of direct recruitment to the post and that too, through an All India Competitive Examination.
(ii) To maintain parity among analogous cadre.
(iii) To maintain the level in hierarchy of Central Secretariat having grade pay of Rs 4200 in the pay band PB-2 between the grades of Upper Division Clerks and Assistants.

5. Based on the same principle, Ministry of External Affairs has also revised the grade pay of Assistants working in the Ministry from Rs 4200 to Rs 4600 vide their Memo No. Q/PC/682/2/2009 dated 07.12.09 mentioned in para 1 (iii) above.

6. Though the Inspectors Posts were in the pay scale of Rs 5500- 9000, the demand of the Inspector Posts for placing them on par with the Inspectors of CBDT have been duly considered by the Sixth Pay Commission and as per their recommendation at para 7.6.14 extracted below, the Inspector Posts are to be deemed as placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006 and therefore the post of Inspector Posts also qualifies for grant of higher grade pay of Rs 4600/- on the same analogy adopted by the Ministry of Finance in Memo. F.No. 1/1/2008-IC dt.13th November 2009 and 16th November 2009 as under:
(i) The Post of Inspector was placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006.
(ii) There is an element of direct recruitment to the post of Inspector Posts that too, through an All India Competitive Examination.

(iii) (iii) The Sixth Central Pay Commission has recommended in para 7.6.14 to place Inspector Posts on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) and accordingly the post was placed in the pre-revised Pay Scale of Rs 6500-10500 as on 1.1.2006.

(iv) HSG –II cadre and BCR officials who are being supervised by Inspector Posts are placed on par by placing them in grade pay Rs 4200/- w.e.f 1.1.2006. The principal of supervisor should get more pay than the supervised is to be followed and the level hierarchy should be maintained by placing Inspector Posts in the grade pay of Rs 4600 and above the HSG-II and BCR officials

7. Extract of relevant paragraph of Sixth Central Pay Commission Report is furnished below:
Inspector (Posts) 7.6.14 Postal Inspectors in Department of Posts have demanded a higher pay scale of Rs.6500-10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) on the ground that they are recruited through the same examination. The Commission is recommending the merger of pre-revised pay scales of Rs.5500-9000 and Rs.6500- 10500 which will automatically bring Inspector (Posts) on par with Assistants in CSS/Inspectors and analogous posts in CBDT and CBEC. With this upgradation, Inspector (Posts) shall come to lie in an identical pay scale as that of their promotion post of Assistant Superintendent (Posts) [ASPOs]. ASPOs shall, accordingly, be placed in the next higher pay scale of Rs.7450-11500 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4600. The next higher post in the hierarchy, that of Superintendent (Post), which is also a promotion post for ASPOs, shall be placed in the pay scale of Rs.7500-12000 corresponding to the revised pay band PB-2 of Rs.8700-34800 along with grade pay of Rs.4800. Parity exists between the posts of Inspector (Posts) and Inspectors in Mail Motor Service (MMS). This parity would need to be maintained and Assistant Manager, Mail Motor Service shall be placed in the higher grade of Rs.7450-11500 whose corresponding replacement pay band and grade pay is PB-2 of Rs.8700-34800 along with a grade pay of Rs.4600. Similarly, Manager, Mail Motor Service shall be placed in PB-2 pay band of Rs.8700-34800 along with a grade pay of Rs.4800 which corresponds to the pre-revised pay scale of Rs.7500-12000.
Accordingly, the Inspectors Post are deemed to be placed in the higher pre-revised pay scale of Rs 6500 – 10500 on par with Inspectors and analogous posts in CBDT/CBEC as well as Assistants of Central Secretariat Service (CSS) and the post is justified to be granted upgraded grade pay of Rs 4600.
8. While Inspectors, Assistant in CSS and analogous posts in CBDT and CBEC have been granted higher grade, the cadre of Inspector Posts alone is left behind. It has affected the cadre very much and Inspectors Posts are very much demoralized. In order to keep their morale up, it is necessary to revise the grade pay of IP to Rs 4600 which is just and fair.
9. Hence, it is requested that the department may look into the matter expediously and revise the grade pay of Inspector Posts immediately.

Merger of IP & ASP


WHAT WILL HAPPEN IF IP AND ASP CADRES ARE MERGED?
Merits:-
1. All IPs will get GP of Rs 4600 w.e.f. 1.1.2006 and all will get arrears immediately.

2. As the IP and ASP cadre will be merged, the promotions already given from IP to ASP will be ignored for MACPS. The MACPS to IP cadre will be as follows:-
Promoted IPs* After 10 years of service in IP Cadre or 20 Years of total
GP Rs 4800 (2nd Promotion) After 20 Years of Service in IP Cadre or 30 years of total
GP Rs 5400 (3rd Promotion)
Direct IPs** After 10 years of service as IP
GP Rs 4800 (1st Promotion) After 20 years of service as IP
GP Rs 5400 (2nd Promotion) After 30 years of service as IP
GP Rs 6600 (3rd Promotion)
* It is presumed that no promotion will be given within 20 years of service in IP cadre.
**If we presume that direct IPs will get promotion to PSS Group B before completion of 30 years of service, they will be put into GP of Rs 4800 like BCR PA drawin g GP of Rs 4200 is promoted to LSG cadre having GP of Rs 2400/-
Demerits:-
1. There will no promotion for atleast 25 years in IP cadre. But there will no loss to IPs who have not passed PSS Group ‘B’ examination as they will get GP of Rs 5400 when they complete 30 years of total service or 20 years in IP Cadre.

2. IPs/ASPs who have passed PSS Group ‘B’ examination will be affected as follows:-

If promoted through examination within 10 years of IP service GP Rs 4800 will be fixed with one increment
If promoted through examination after 10 years of IP service As GP Rs 4800 would have been given already under MACPS no pay fixation will be done.
If promoted through examination after 20 years of IP service He may be drawing GP of Rs 5400, but will be promoted to GP of Rs 5400. No benefit at all

In all the cases IP/ASP having 20 years of service in IP cadre will get GP of Rs 5400 i.e more than the PSS Group ‘B’
3. A big question will be for Gazetted status. IP may be placed as Group ‘B’ non gazetted.
My conclusion: - Already there is anomaly in giving promotion to BCR PA who is getting GP of Rs 4200 to LSG with GP of Rs 2400. Then why we should worry about for promotion to PSS Group B (GP of Rs 4800) after 25 years of service as we would get GP of Rs 5400 when we complete 20 years in IP cadre. We can opt for merger with the condition that the gazette status already given should not be withdrawn.

Sub: Request for upward revision of higher grade pay to the cadre of Inspector Posts from Rs 4200 to Rs 4600

Ministry of Finance vide O.M No. 1/1/2008-IC dated 13.11.2009 has issued orders for upward revision of grade pay from Rs 4200 to Rs 4600 in respect of posts which were in the pre-revised scale of Rs 6500-10500 as on 1.1.2006 (copy attached). The grade pay of Assistants in CCS also revised vide MOF OM No.1/1/2008-IC dated 16.11.2009 (Copy attached).

The Sixth Central Pay Commission has clearly recommended upgradation of pay scale of Inspector Posts on par with Assistant in Central Secretariat Service, Inspectors and analogous posts in CBDT and CBEC. Extract of para 7.6.14 of Sixth Central Pay Commission report is attached. In order to maintain parity among inspectors and analogous posts in the Central Services, it is requested that orders may kindly be issued, revising upwardly, the grade of pay of Inspector Posts from Rs 4200 to Rs 4600.

Simultaneously, the grade pay of Assistant Superintendent Post and PS Group B may also be revised from Rs 4600 to Rs 4800 and Rs 4800 to Rs 5400 respectively in order to avoid any functional disturbances.

Result of four monthly meeting with CPMG

(1) All Subdivisional Office will be computerised.If it is not done kindly intimate the same to the Association.
(2) Computer Training for IP & ASP:- Association is asked to submit the proposal for Course of the Training. All the members are requested to put forward their opinion and course . From my side I like to proposed Advanced Computer Training for all IP & ASP on the following Course.
(a) OS- like Windows 2003/2005/2008 etc.
(b) Hardware & Networking
(c) Visual Basic
(d) Adminstration on Sanchay_Post & Meghdoot Millenium
(e) e_Commerce
(f) Double Entry (Accounting System)
Suggestions are highly awaited.

(3)Reimbursement of Mobile Bill- It will be revised in the Next CMC Meeting.

Meeting with CPMG

Next four monthly meeting with Chief Postmaster General will be held on 10-11-2009. The Following agenda is selected for discussion.
Annexure-I

1. To reduce the Undue Work Load on IP & ASPs :
It is noticed by the association that the work load of IP & ASPs has been increasing like anything which has caused serious dissatisfaction amongst the members of the association. This may be stopped immediately.
Note: This association has noticed that the Inspectors and ASPOs have been entrusted with some important works like Project Arrow, NREGS, data collection for consumer price index etc. in addition to their regular and prescribed works. Which has caused problem for the Inspectors and ASPOs to complete their regular works within prescribed time limit for which they should not be held responsible in future. It is also noticed by the association that while Reviewing the IRs by the ASP(Dn) , the DA is not taking immediate action on the marginal remarks put by the ASP. DA is keeping the files pending but the ASP is being held responsible. This should be examined and the DA should be held responsible. The association is in the opinion that the additional works allotted to the inspectors, particularly in RMS division, as a result of vacant posts lying in the divisions should be kept at minimum and for a short period only. Any vacancy lying for more than forty five days should filled in by ad hoc arrangements.

2. Avoid issuing laps Charge sheet:

This association has noticed that the authority has issued charge sheet to the members after a long gap of 10/12 years, at a time when no body can recall the subject what was happened . This practice of issuing Charge Sheet after long gap of 10/12 years may immediately be avoided.
For any kind of error, if required, the Charge Sheet against any erring officer/official may be issued within one year.

3. Reimbursement of mobile phone bills:

This association is of the opinion that the Reimbursement of Telephone Bill by granting Rs. 300/- to all IP and ASP is just like giving toffee to the child. PA/SA who is working as SM they are also getting Rs.300/- and the IP & ASP is also getting Rs.300/- PM .If we measures the necessity/ importance and availability of resources with the hand of IP & ASP, definitely the cost of Phone will more as compare to the SMs. This association therefore demands to grant Rs 1000/- per month to all the IPs and ASPs as Reimbursement of Mobile Phone Bills.

4. Supply of Laptops to all IPs and ASPs with data card:-
The nature and work load of IP and ASPs in department of Posts (Indiapost) is known to all. The basic functions of the department is to be performed by the IP & ASP without having any facilities. They have no assistant, they have no financial power, but they have to carry out 100s of inspection, 1000s of verification, 1000000s of collection of information. This association therefore urge upon the authority to provide Laptop with Data Card to all IP & ASPs.

News from Hyderabad

Chief Post master General Hyd has considered our association request and orders issued vide CO leteer no EST/27-3/Ceiling/05 dated 07-09-09 revising the ceiling on reimbursement of residential telephone charges (land line or Mobile or Both) from the existing Rs 500/- to Rs 750/- per month with immediate effect.

Delhi is a very small Circle like us. Even then they are willing to host the next AIC at Delhi . We should Salute them.

1. IP examination result is under preparation. It is likely to be released any time within a week.

2. DPC for promotion to PS Group B is held up for want of few more CRs from Maharashtra, Tamilnadu and U.P Circles. Circle Secretaries may please contact Circle offices and arrange to send the remaining CRs early.

3. GDS Committee Report is coming for discussion before the Cabinet Committee today (17.9.2009) and the Committee is likely to nod its approval for implementation. Implementation orders may be issued any time within a week.

4. Central Working Committee Meeting under the Chairmanship of Shri.S.B.Mahapatra, our President was successfully held at Pushkar, Rajasthan on 01 & 02.8.09. A large number of members from 15 Circles participated in the deliberation. Minutes of the CWC is being issued separately. We submit our sincere thanks to Shri. Hari Prasad Sharma outgoing Circle Secretary Rajasthan (now promoted to Gr B) and Shir. Atma Ram ASP for their hard work and hospitality during CWC.

5. Circle Conference of Rajasthan also was held side by side at Pushkar on 02.8.09. Shri. Atma Ram ASP Ajmer R.O and Bhupendra Parashar IP(C) C.O Jaipur have been elected as Circle President and Circle Secretary respectively. We congratulate them for a successful tenure.

6. Delhi Circle will hold the next All India Conference at New Delhi during first week of April 2010. Exact dates of the Conference will be announced very soon. Reception Committee under the leadership of Shri. Roop Chand AGS, Shri. R.D.Sharma CS Delhi Circle and Shri. D.C.Sharma Secretary Reception Committee, 36th All India Conference is making elaborate arrangements for the successful conduct of the conference. Donation tickets are being despatched to all Circle Secretaries and CHQ Office bearers. All are requested to extend their full support and co-operation in raising fund the conference.

7. A new and peculiar problem has arisen in Maharashtra Circle. ASPs in Goa Region have been issued with Rotational Transfer order on completion of their normal tenure. The order was issued during May 2009. But till date the ASPs are not relieved to join their new posts on the plea that they have not achieved the BD target. Where ever we go, whether it is old post or new post targets are kept ready and waiting for us. It has become our bounden duty to achieve the target. But not relieving an IP or ASP on transfer on this ground is too much. Target can be achieved when the staff are happy. We depend on GDS to achieve any target. We cannot do business without their co-operation in the rural area. While pay and perks of regular employees have been enhanced, the poor GDS are left in lurch. Their long pending grievances regarding revision of their allowances are yet to be settled by the government. General Secretary called on DG Posts on 16.9.09 and brought this matter to the notice of DG. DG Posts was requested to settle the GDS problem first and also help to relieve the ASPs in Goa Region. DG assured to issue positive instructions to chief PMG.
8. Grade Pay of IP/ASP/PS Gr B is still pending with the Department. Some quarries have been raised by IFA. It is yet to be cleared by concerned Section. GS discussed the matter with DG Posts and Madam is in favour of our demand. GS will pursue further and exert pressure on this issue.
9. Circle Working Committee meeting of Tamil Nadu Circle will be held at Pollachi on 24th September 2009.l
10. Circle Working Committee Meeting of Madhya Pradesh Circle will be held on 02 October 2009 at Hoshangabad.
11. A general body meeting has been arranged by Kerala Circle at Calicut on 03 October 2009. General Secretary will participate in the meeting.
12. Public Services International organized Workshop on “Trade Union Rights and use of ILO mechanism” at Ooty, Madurai & Thanjavur for the benefit of various trade unions of different public services in the state of Tamilnadu. From our Association 20 members participated.
13. Even after 20 years the Second Cadre Review was not implemented by the Department. A decision was taken in the CWC Pushkar to file two different Writ Petitions before Hon’ble High Court of Madras and Hon’ble High Court of Punjab and Haryana at Chandigarh by the respective Circle Branch of our Association. It is under preparation. Shri. P.R.Satyanarayanan our former President will help us.
