4th CPC had determined the ratio between minimum & maximum of salary to be 10.7(Chapter 41 & 43) Vth cpc maintained it to be 10.97 (Appendix ‘I’ summary of recommendations para19) in their recommendations which while implementation was raised to 1:11.76 by the Bureaucrats for their own advantage.

Shredding the basic fiber of the Constitution of Indian Socialistic State, after implementation of 6th CPC this ratio stand raised to 1: 12.85. Both for salaried employees & Pensioners. Which is much more than even the capitalist countries like America & Britain. This negative and socially regressive effects of the 6th Central Pay Commission has had the effect of worsening wealth and income inequality not only between pre-and post-2006 retirees, but even within pre-2006 retirees where in higher-ups got full parity in Pension.

BHARAT PENSIONERS SAMAJ demands that the ratio between the lowest and highest scale be immediately brought down to at least 1:10 and full parity between pre-and post retirees to all pensioners be granted.

But who can forget the thrill of a postman knocking at the door with a money order or a postcard in hand? Those were the days when earning a living was difficult and options were limited. Often, the elder son of a family ventured to far-off places in search of work. Very few families were a bit affluent. Managing the necessities was itself a daily challenge.

My elder brother, the late Satya Bhushan, was the first in the family to have managed a job at the Hindustan Motors in Kolkata. The telephone had still not arrived in the family. We, three brothers and our parents, would eagerly wait for a postcard from Kolkata. My eyes still shed a tear of nostalgia when I recall the scene of the arrival of his first salary to our home in Kharar in the form of a money order. 

The aged postman, Piare Lal, was no stranger to us in this small town for he had been a part of our joys and sorrows. But this time he came excited, demanding home-made sweets from my mother. Not disclosing the reason for his excitement, he handed over five hundred rupees, a princely sum at that time, bringing tears of happiness to my late father, who was a while ago complaining of financial constrains. "Rup Lal, your days of happiness have finally arrived", the postman said. We, the three siblings, repeatedly counted the big five currency notes of Rs100 each, for in those days one had never touched an amount as large as this.

Another time, a telegram would arrive from my maternal uncles, sending "shagun' on "rakhi" to my mother, as a mark of their remembrance and affection. My mother would make us write replies to her brothers on a postcard, thus testing our language skills, lately acquired at school. 

When I started contributing news reports to The Tribune in 1981, I received my first payment of Rs 2.80 through a money order. That was the start of my career as a journalist and the elderly Piare Lal became part of this. Piare Lal would walk through the streets with a bag on his shoulders. At times he would sit on a cot spread outside small houses, enjoy a cup of tea offered by his patrons. His talk would revolve around worldly matters, on which sometimes his advice was sought. He had become a part of our life. His mere sight was enough for the heart to pound and eyes to anticipate. When we were children, he played his own little games of suspense while delivering the results of our examinations or at times would give us a free ride on his bicycle. Those were the days when small things of life were a source of joy. Resources were limited, but enough to share. Life was uncertain. Yet hope sustained life.

Times have changed. Now my civil servant son is just a Skype call away, while the Almighty has bestowed on us all material comforts. However, the charms of receiving an envelope from the postman, and sharing one's joys and sorrows in public, are still the ones this heart longs for.

Respected Sir, 

          Association's very much regret that we have not received any positive response to our letter of even number dated 20/1/2014 wherein the list of surplus qualified IPs seeking transfer under Rule 38 to their home circle was forwarded for issuing one time measure approval / instructions from Directorate to all CPMsG.  

The assurance given to association about adjusting all IPs seeking under Rule 38 transfers to their parent circle has not been implemented in toto as one time measure against the possible vacancies as agreed upon in the meeting at Directorate level. Apparently our letters to Directorate are being ignored which are creating sense of discontentment amongst the members thereby jeopardizing the postal services.

It is noteworthy to mention that IPs who qualified after 2009 as surplus candidates have been adjusted by only few circles whereas candidates allotted to other circles during 2007 to 2009 are being denied their right. It is therefore once again requested to issue instructions to all CPMsG to consider transfer cases of surplus qualified IPs under Rule 38 of P&T Manual Vol. IV to their parent circle immediately against the available vacancies.

          We shall appreciate an immediate reply.

There have been reports in the Media that private hospitals on the panel of CGHS are denying credit facilities to the eligible CGHS beneficiaries for delay in settlement of hospitals bills. Lower package rates and inadmissible deductions etc. have also been reported to be the other reasons for withdrawal of agreed cashless /credit facilities.

In this regard, the CGHS beneficiaries are advised not to be guided by such misleading information. Delay in payments in the last quarter of the financial year due to budgetary constraints is not a new phenomenon and the hospitals are aware of it. Ministry of Health and Family Welfare has taken special steps and the pendency is likely to be cleared within a week.

CGHS has already invited bids for revision of package rates through a transparent tender process. The last date for submission of bids is 10th March, 2014. Measures have also been taken to streamline the payment related issues in the ensuing empanelment process.

The Ministry of Health and Family Welfare will ensure that the CGHS empanelled private hospitals continue to extend cashless /credit facilities to the eligible CGHS beneficiaries in compliance with the terms and conditions as laid down in the Memorandum of Agreement signed by them with CGHS. As per the information received by the Ministry, most of the private hospitals are continuing to extend the cashless facilities to the CGHS beneficiaries.

The Reserve Bank will issue new bank licences in a few weeks, after seeking approval of the Election Commission, Governor Raghuram Rajan said today.

Over two dozen public and private sector applicants, including India Post, IFCI and large business houses such as the Anil Ambani group and the Aditya Birla group, have applied for bank licences.
The RBI is expected to issue only a few bank licences after completing due diligence.

"My sense is, if all goes well we should be able to do it in a few weeks," RBI Governor Raghuram Rajan told reporters after Finance Minister P Chidambaram addressed the central bank's board meeting.

Rajan, however, added that the RBI would seek formal approval from the Election Commission before issuing the licences as the model of code conduct is in force.

"Look, we have to (seek) the formal approval from the EC that announcing the bank licences will be okay. A number of people have said it will, but it would be best that the process is formally approved by the EC," he said, adding that the process was started last year and was not a new proposal.

Replying to questions on bank licences, Chidambaram said he had made no recommendations to the RBI, which had appointed the Bimal Jalan Committee to scrutinise the applications.

"The Jalan Committee report is before the RBI. I have not seen the Jalan Committee report. The RBI will take appropriate decisions. If at some stage the Governor wishes to share its content with me, then I would be very happy to listen. But I don't intend to speak," the Finance Minister added.

Rajan said an RBI panel is looking into the Jalan Committee's report.

"Once we (complete) due diligence, we will pass the report to the Committee of the Board. After that, the decision on bank licences will be taken," he added.

Last month, the Jalan panel submitted its report, along with shortlisted entities, to the Reserve Bank of India.

Guidelines for setting up new banks were issued in February 2013 and the last day for applications was July 1.

The RBI received 27 applications and subsequently, Tata Sons Ltd and Value Industries Ltd withdrew.

All members are aware that CHQ has already requested Directorate vide letters No. GS/AIAIASP/PS Gr./DPC/2014  dated 20/1/2014 and 20/2/2014 to convene supplementary DPC for left out vacancies for the year 2013 and consider the request of officers for repatriation to their parent circle.  

While ascertaining the progress in the matter it is told that Directorate has already called for consolidated report from all Circles regarding joining of officers on regular promotion in PS Gr. B cadre vide memo No. 9-06/2014-SPG dated 26/1/2014, but after lapse of more than one months period most of the circles have not submitted their requisite report to Directorate, therefore holding of supplementary DPC and repatriation to parent circle may likely to be delayed.

This is HSG-I (IP Line) delivery head post office and biggest HO in Maharashtra Circle after Mumbai GPO. The issue of up-gradation of this HO from HSG-I to Sr. PM cadre is pending at Directorate since 2005. GS has worked in this HO as Postmaster (HSG-I) from 2004 to 2008.

Dear Members, 

It is learnt that Department is still receiving lot of CAT / Court cases i/c/w declaration of results of previous years PS Gr. B examinations.

It is also learnt that to avoid CAT/Court cases in future, Department is in opinion to make some changes in the examination pattern / syllabus etc. Therefore department has not hold examination in 2013.

Secondly, revised Recruitment Rules of PS Gr. B cadre are under preparation and for that some creation memos are required to produce before Nodal Ministry. It is therefore once again requested to all members/all Circle Secretaries/CHQ Office bearers (except HP/Odisha/Kerala circles) to search the creation memos of PS Gr. B posts in their circle since 1993 and report to CHQ without awaiting further reminder.

On the eve of the United Nations Commission on the Status of Women, that will focus in its 58th session on the post-2015 development agenda, we have to recognize that a lot of work remains to be done to achieve gender equality. Austerity and globalization have pushed millions of women out of the labour market and most of the jobs created in the last decades are short-term, part-time, temporary, casual or informal and largely precarious. A majority of these lower paid, less protected workers are women.
Wage inequality explains a big part of income inequality, because the share of wages in total income declined over the last two decades in 70 % of countries with available data, despite an increase in employment rates globally whereas the share of profits in national income increased virtually everywhere (ILO). Around the world, the gender wage gap remains a reality across the board, including in the public sector.
To address and redress income inequality, the post-2015 Development Agenda must, above all, focus on employment, well-being and social security. This means that it must also address gender inequity in the labour market and must address social policies. This requires policies and laws to protect all workers, whether in the informal or the formal economy, and to ensure compliance, instead of impunity, of anti-discrimination and living wage legislation as well as core labour standards. In addition, gender sensitive policies that take account of the constraints and the discrimination faced by women and of the unpaid care work carried out by women - must be designed and implemented.
Free trade agreements and massive tax evasion by multinational companies and others have undermined the ability of states to implement public policies that increase the income position of low-income groups, because of international legal constraints and decreased government revenues. To address economic and social inequality effectively, the post-2015 development agenda must provide an earmarked policy space for governments and social partners to define and then implement efficient policies for employment and for social transfer – at the same time as carving out public services from trade agreements.
But inequality cannot be addressed through economic and labour policies alone. The post-2015 Agenda must include a goal on the implementation of social protection floors as defined in the Bachelet Report and the ILO Recommendation 202 that sets an international standard to be applied at national level. To truly reverse growing inequality and strive to achieve equity, targets must be established for the basic social security guarantees that include universal access to essential health care and basic income security to protect standards of living when people are sick, unemployed, disabled and old, or cannot work when having to care for infants or sick family members.
PSI General Secretary Rosa Pavanelli says "The Post 2015 Development Agenda is relevant for all countries in the world. We want the UN to promote policies that will have a real impact on gender equality and social equity. Inclusion in society is the only means to the full enjoyment of all human rights and fundamental freedoms. PSI works together with all its affiliates to achieve that goal."

India Post and IDFC have emerged as front runners to receive new banking licences on the back of their strong distribution networks and credible records.

The committee led by former Reserve Bank of India governor Bimal Jalan, which submitted its report to the central bank last week, is of the view that these two applicants are ready to foray into banking services, a source who did not wish to be identified said.

The report contains the names of all eligible applicants wishing to set up banks. The committee began assessing applications at its first meeting on November 1.

"While the report is yet to be looked into, there is a high chance of giving licences to India Post and IDFC due to their large existing network," the source said, without divulging details.

The central bank will hold a meeting with finance minister P Chidambaram in the next 10 days to discuss the issue. The final names are likely to be announced by month-end.

India Post, being a government body, technically needs Cabinet approval to set up a bank. The interim budget unveiled by finance minister P Chidambaram recently did not earmark any funds for the postal department or mention the proposal in the budget. However, in case its name gets cleared, the formal proposal can be sent to the Cabinet for approval at a later stage or to a new government taking office after elections expected in April-May.

A full budget expected to be presented by the new government in July-August is likely to contain a detailed provision to help India Post set up a bank.

India Post has a nationwide network of 155,000 post offices and already has experience in administering a savings bank scheme, selling tax-saving instruments and accepting PPF deposits.

IDFC has been involved in infrastructure funding, asset management (mutual fund) and private equity services, which are closely linked to banking.

"I am trying that Post Office should get a banking licence to serve the common man in rural areas. I will keep by struggle on for banking licence," communications minister Kapil Sibal had said recently.

The RBI received as many as 27 applications but Tata Sons Ltd and Videocon Group's Value Industries Ltd later withdrew themselves from the race.

Besides India Post and IDFC, IFCI, Anil Ambani's Reliance Group, Aditya Birla Group, L&T Finance Holdings and Muthoot Finance, are also in the race to set up new banks.
